The idiom a shot across the bow comes from naval or maritime warfare. The bow is the front part of a ship. In old sea battles, a warship would sometimes fire a cannonball across the bow of another ship, not to hit it, but to warn it.

This warning shot signalled that if the opposing ship didn’t stop or change its behaviour, the next shot would be aimed to cause real damage.
